Even the Earthgov marker researchers in Dead Space 2 were well aware that the marker was compelling them to build it, so they were very much aware of the marker's tendency to manipulate people. The primary reason why they kept pursuing research on the markers is because of the value it brought in regards to its limitless energy potential during a time where they were running low on resources. True as that may be, it's been pointed out that Earthgov seems aware enough of the danger of the markers, so much so that they figured it wasn't even worth it to keep pursuing them anymore by the time of Dead Space 3 since they sent Norton's crew to find the home world of the markers to end them once and for all. Not to mention that planet cracking still a relatively new endeavour that has only been going on for 62 years, meaning they couldn't have cracked too many planets so far either. The games seemed to imply that Earthgov was running out of time to solve the resource problem, though. There should be hundreds of thousands of planets in the universe allowing Earthgov to have a sustainable flow of resources for the next couple of centuries at the minimum. Why does Earthgov even feel the need to keep risking it all by playing with markers when they have a pretty reliable method of gaining resources as is? I'm referring to planet cracking, of course. That being said, it should've became quite widely apparent just how dangerous the markers really are to Earthgov after a certain amount of researching done on the markers, so Earthgov should've realized that they just weren't worth all of the risks that they posed. Earthgov has clearly been experimenting with the markers for the noble cause of finding a limitless energy source during a time of a resource crisis in the Dead Space universe.
